Bart S. Fisher

Bart S. Fisher is an attorney, investment banker, teacher, and philanthropist.
He is a close friend and partner to Spencer and Meteor 17. Bart takes the company lead in all international business enterprises. He and Spencer jointly serve on the Board of the Osgood Center for International Studies. The Osgood Center is a premier foreign policy institution in Washington, DC. Fisher frequently lectures there on international trade and investment.
Additionally, Bart and Spencer work closely together on numerous humanitarian efforts around the world.
In his role as an attorney, Bart is Managing Partner of the Law Office of Bart S. Fisher www.bartsfisher.com and a member of the District of Columbia bar. For 22 years, he practiced law with Patton Boggs LLP in Washington, D.C., where he was a partner. Dr. Fisher has also been a partner at major law firms Arent Fox and Of Counsel with Porter, Wright, Morris & Arthur, Bryan Cave, and Dorsey & Whitney.
Has held an AV(a) Preeminent rating for 35 years for the “Highest Possible Peer Review Rating for Legal Ability and Ethical Standards” from Martindale-Hubbell.
Bart has taught at Johns Hopkins University and also taught international trade and investment at the Georgetown University School of Foreign Service, George Mason University, and the Elliott School of International Affairs of George Washington University.
Fisher graduated from Harvard Law School, Johns Hopkins School of Advanced International Studies in Washington, D.C., and Bologna, Italy (M.A. and Ph.D.), and Washington University (B.A.). Dr. Fisher was elected to Phi Beta Kappa at Washington University and awarded a Brookings Institution Fellowship.
He has served as President of the Aplastic Anemia and MDS International Foundation which he founded.
Dr. Fisher is Currently engaged in infrastructure projects throughout many countries in Asia and Africa. He has particular expertise in arranging financing for infrastructure projects on behalf of developing countries. Bart has acted as bond counsel for governments around the world.
Healthcare and Philanthropy
In his role as a philanthropist, Dr. Fisher has served as President of the Aplastic Anemia And MDS International Foundation (www.aamds.org), which he founded in 1983-4, and currently serves on its Board of Directors. He also serves as Chairman of the Give Life Foundation (www.give-lifefoundation.org), which promotes the donation of blood, organs, and tissues.
In 2022, at the Foundation’s 40 year celebration gala with numerous recovered patients, donors and corporations who support this esteemed charity in attendance, Spencer Proffer served as the key note speaker for the evening. Proffer flew in from Los Angeles to Washington D.C. and pro bono, spoke for an hour about hope, faith, overcoming obstacles and how media made a huge impact on lives. Proffer’s highly acclaimed documentary film, “I Hope You Dance”, featuring Dr. Maya Angelou, Vince Gill, Brian Wilson, Graham Nash, Lee Ann Womack and four stories of people whose lives were impacted and changed by the spirit and message of the #1, Grammy winning song, was a highlight of the speech and Q+A which followed. Fisher, Proffer and all members of both the Board of Directors and attendees, were tremendously moved by Spencer’s speech. Then Blu Ray and DVD copies of the IHYD film were given to all attendees, to take home, watch, feel inspired and blessed.
In his role as an investment banker, Dr. Fisher is Managing Partner of JJ&B, LLC, a boutique investment bank in Washington, DC (www.jjbllc.com) He has concluded many successful transactions, including the refinancing of Midway Airlines.

Harte (Praeger 1985); International Trade and Investment: Regulating International Business, co-author with John Barton (Little, Brown & Company 1986), which has been used as the standard casebook on international trade and investment law in many law schools in the United States; and India Wakes: Post Coronavirus New World Order, co-author Arun Tiwari (Sakal Media Pvt. Ltd. 2020).
